I have made one Cfg to help Fops and panzer
When you are a field ops you bind your C key and it put the binocs and make firing-for-efect
when you are a soldier with panzer you bind C key and find some player to kill, release the key and it will fire one shot of panzer for the place you were looking
it have one prob Crouch is disable. you can't crouch
if you want crouch again go to options and set it
Put this on your autoexec file in your ETmain:bind "c" "+zoom;+attack;-attack;-zoom"
Try it.

1. replace "c" by any key u want and u can crouch without problems

2. i dont understand that thing with the panzer.
its exactly the thing what i do myself, search a player and shoot

when you have a panzer you click on "c" and you will see with a binocs and then release "c" and it will shot

i choose "c" because i like it but like WeeMan says just replac "c" by other key you like
